Age really doesn't matter, in mexico a minor is someone 17 and younger, so, you're an adult here!! Congrats! I really suggest the comfort inn, it's located in a nice part of the city, and not expensive, it's like 50bucks a night, but you're gonna have to use a cab. Santa Rosa Suites is ok too, but it's downtown, not so safe, but easier to get transportation I've stayed at the comfort inn myself.
Age doesn't really matter when you go to Mexico as long as you have the cash to get what you want , specially a hotel room .
I believe most hotels have an 18 minimum age. Have you checked?
