If you were in the left turn lane, you had to legally turn left. That's not just in DC, that's everywhere. However, if no is coming in the other lane it is rarely enforced. A cop in Baltimore could have pulled you over for the same thing if he or she wanted to. They have traffic cameras all over Washington. They put them up anywhere where the local residents complain about speeding, running lights, etc. The tickets from cameras at least don't come with points. When you drive in DC, you have to drive to the letter of the law or you can expect a ticket in the mail. As for beating it, you have to go back to Washington and have a court hearing. Since they have a picture, you would need to prove some extenuating circumstances to get out of it. You'd have to decide if all that trouble was worth the effort.

You can always try and contest the ticket. From my understanding people often win, but you may have to show up in court to do so. Honestly Im not sure it is worth the effort. Also if you were changing lanes at the light you may be considered to be in violation or lane change laws. I do not know the exact laws in new-jersey for changing lanes but some states consider changing lanes at a light to be an "unsafe" lane change which may involve other fines.
You must have crossed over the crosswalk lines while switching lanes. If you do that it is a ticket. You can always call because they do occasionally give out undeserved tickets or the cameras will malfunction.
