I always see shows where the FBI will give their agent a criminal past so he can go undercover and fit in. Is it that simple for feds and local cops to go into that NCIC database and just make up crap? and then erase it? or is that all movie stuff? I know cops and feds do covert operations with fake aliases, licenses and license plates but would they ever go as far as changing someone's identity or giving them a criminal past? Also I see this a lot in movies as well, the fed would promise a bad guy a clean record if he helps them. How is that actually done? Does the fed literally go into NCIC and erase the criminal record or does he need a Judge to approve it? Are the US marshals responsible for aliases and making people disappear? If so then can someone who is in fear for their life request to become another person. Like can an ex CIA agent petition to have his identity changed or is it only done for people like Casey Anthony? Rumor has it that feds in the SS, FBI and CIA have about 10 deep cover identities and no info can be found on them through NCIC. Is this true or false? I asked because most shows always show a cop trying to run a fed's name and it always comes back as CLASSIFIED. Is that just Hollywood BS too or are feds really classified and even local cops cant find out who they are? thanks
"comes back as CLASSIFIED", complete BS. BTW when a computer system matches prints or DNA or CODIS gets a match the screen does no have big letters saying MATCH that flashes either. No flashing on screen of all the prints it is comparing or all the faces during facial comparison (which to this day still does not work as promised 10 years ago) Covert or real undercover identities are used. For agents or real undercover officers records like DL etc are not erased. They are still around under same name. Prints records are temp changed. Vehicle registrations are ponied up, often to shell corporations or leasing facilities. remember in "The Blues Brothers" when Jake found out that Elwood registered the bluesmobile with the address of Wrigley Field? Well Akroyd put that in when he found out that many of the Chicago Police covert cars where registered to some weird name at Wrigley Field or Comisky Park. Agents do not have multiple identities already assigned to them. Going undercover is not something done on a whim. It is a 24/7/365 commitment. Each minnesota and background are tailored to the agent and situation. Not that many situations need more than a DL and a couple of credit cards For bad guys getting witness protection in Federal cases the US Marshals handle everything. NCIC records are not erased, just as local state and other records are not. A new minnesota is created and there is a flag on FBI AFIS print records not to send out old minnesota stuff without clearance. My city has its own AFIS, as do many other areas. If relocated or Fed name changed bad guy leaves prints on one of our scenes, and has been arrested in our area before, the prints will come back to the old name(s) and other identifiers of the bad guys. If we sed the same prints to FBI they will come back with nothing on file. No idea what CIA does but they really have so few real undercovers I doubt if it is much.
Is it that simple for feds and local cops to go into that NCIC database and just make up crap? Yes it is..
On a sliding scale. Mackerel for the highest security level; then halibut and haddock, and so on down to the ones in charge of pencil sharpening and eraser cleaning. They get squid or clams.
